Carlow, Laois, and Longford are the latest counties expected to vote against the proposed second-tier football championship at Special Congress this weekend.
Tipperary and Offaly are also against the proposal.
The motion needs a 60% majority this weekend, but may not hit it.
Cavan, London, Westmeath, and Wexford will vote in favour of the proposal.
Meath, Cork and Kerry will decide on the day.
Carlow manager Turlough O’Brien has been hugely opposed to the idea of a two tier competition.
